Guy Berger leads much of UNESCO’s work at the intersection of digital issues and free expression. This includes: work in countering disinformation, including the study ‘Balancing Act: Countering Digital Disinformation while respecting Freedom of Expression’; the development of indicators for UNESCO’s concept of Internet Universality (now applied in 20 countries); UNESCO’s Internet Freedom Series; reports on World Trends in Freedom of Expression and Media Development; and a recent issue brief on transparency and accountability, which includes a selection of high-level principles to enhance the transparency of internet platform companies
